The Ministry of Science publishes new criteria for ranking universities

TEHRAN – The Ministry of Science, Research and Technology announced new criteria for ranking universities in the country based on the Islamic World Science Citation Center (ISC) index.

The new criteria relate to 'students, culture and society', as well as 'governance and productivity', IRIB quoted Ahmad Fazelzadeh, head of the ISC, as saying.

Education (25 percent), research (20 percent), technology and innovation (15 percent), scientific and technological authority and diplomacy (15 percent), students, culture and society (15 percent), and management and productivity (10 percent) make up criteria.

ISC WUR includes several Iranian universities

In February, the ISC released the 2024 World University Rankings (WUR) report, which included 69 Iranian universities compared to 63 in 2022.

A total of 377 universities from 29 Islamic countries were ranked, with Turkey with 93 universities and Iran with 69 universities in first and second place, Mehr news agency reported.

Among the best universities in Islamic countries, Saudi Arabia ranks 107, Qatar ranks 351-400, Lebanon, Pakistan and the UAE rank 451-500, Iran, Egypt and Malaysia rank 501-600.

In the ISC WUR 2023, there were 2555 universities from 114 countries and 6 continents in the global ranking.

ISC WUR is one of the ranking systems that started university ranking in 2018 for the first time by the ISC Ranking Department with the aim of evaluating universities in the country as well as Islamic countries at the world level.

The ranking of world universities by ISC is done without self-declaration of universities, and based on this, a reliable database of world university rankings has been formed in this organization for 5 years, which is a reliable source for policy research and drawing a road map for guiding universities in Iran and other Islamic countries according to It is a world-class university.

To rank the world's universities according to its criteria, the ISC considered the most important mission of the university to be research (60%), education (10%), international activities (15%), technology and innovation (15), and then evaluated the universities.

In addition, the number of university withdrawals was calculated with a negative grade, which was included in the criterion called Negative Reputation.

In the ISC World University Ranking, universities that published at least 850 documents in Web of Science 2018-2020 were taken into account. Information on this order was collected from the USPTO, WOS, and InCites.

In the ISC 2023 global rankings, Harvard University, Massachusetts Institute of Technology (MIT) and Stanford University are ranked first through third.

Other ranks in ISC

On December 26, 2023, the ISC published a report ranking 115 state and 17 non-state universities according to six indices

Education is 30 percent, research 25 percent, technology and innovation 20 percent, international perspective 10 percent, and social services, infrastructure and facilities 5 percent, ISNA quoted ISC head Ahmad Fazelzadeh as saying.

The universities of Tehran, Fardowsi of Mashhad, Tarbiat Modarres, Shahid Beheshti and Shiraz were ranked first to fifth in the ranking.

As of December 20, Iran ranked second in the number of patent citations in scientific publications among Islamic countries, according to the ISC.

Scientific impact is often measured using citation counts, which is common in scientometric studies, but these citations in technology settings can be considered the impact of science on technology, IRIB cited Fazelzadeh.

That index shows the extent to which technological progress and innovation are based on the achievements and findings of scientific research, he added.
